Asserting that the leader of the Congress Legislature Party (CLP) is Quepem MLA Babu Kavlekar, Navelim MLA and senior Congress leader Luizinho Faleiro on Monday sought to silence critics demanding to know the party’s candidate for the post of Chief Minister.
Furthermore he questioned the delay by the governor on Congress’ demand for the coalition government’s dismissal, saying that the present government has lost its majority in the Asembly. Faleiro also reminded the governor that it is her duty and responsibility to invite the single largest party to form the government.
Addressing the media at his Navelim office on Monday, Faleiro tried to phoo phoo questions raised in certain quarters on who would be Congress’ candidate for the post of Chief Minister.
“We have Babu Kavlekar, who is the leader of CLP as well as of the Opposition in the Assembly as on date. If there are any changes to the CLP leader’s post, we will provide that information at the appropriate time, but till such time, Babu Kavlekar is the leader of the CLP and nobody should ask this question”, Faleiro asserted.
Claiming that the Congress party is the single largest party in the Assembly, Faleiro said “According to the Constitution of India and the decisions of the Supreme Court, it is the duty and responsibility of the governor to invite the single largest party to form government. But, the Goa governor did not invite the Congress, which is the single largest party in Goa.”
He said the current government has been paralyzed for so many months now with many a MLA down with ailments. “Therefore, we had demanded to the government that she should dismiss the government immediately because it has lost its majority. There is no government in the state”, he added.
The former CM made it clear that as per the Bomai case, the Raj Bhavan is not a place for a head count. “The correct place to test the majority is the Legislative Assembly. Once that has been decided by the Supreme Court in the Bomai case, the governor has no powers to go for a head count, but get the majority tested in the Assembly”, Faleiro stated.
