Targeting the Mapusa Municipal Council for its lacklustre performance and failure to provide proper administration to the people of Mapusa, the Mapusa People's Union (MPU), a city-based social organization, has said the elected council had failed to live up to expectations of its citizens.
In a recent meeting of its office bearers, the MPU said the progress report of the Mapusa civic body was a big zero, as the council's performance was a total failure in all civic parameters.
The MPU said the MMC had failed to take adequate and equitable action against encroachments on footpaths and roads in Mapusa.
"The council began the anti-encroachment drive with much flourish and removed some encroachments in the municipal market. After two or three days, the drive ended as abruptly as it began, making total mockery of the system," said MPU Secretary J T Shetye.
Referring to the appointment of two advocates, which evoked much controversy in the civic body, the MPU said the advocates had been more of a problem than a solution in the municipal council and their appointment was actually a burden on the council's treasury.
The MPU lambasted the MMC for carrying out auction of 54 new stalls in the market in a most controversial manner, leading to maximum loss to the civic body.
"There are instances when some shops/stalls were sold without following proper procedure, thereby causing loss to the council," Shetye said.
The MPU further blamed the civic administration for its failure to properly maintain the fish and mutton markets, which was always in a mess.
"The delay in the formation of the market vending committee has further led to complete chaos and breakdown of systems in the market. There is no discipline in the market, with each one doing what he wants even as the council appears to have abdicated its duty in putting systems in place," said MPU Vice-President Sudesh Tivrekar.
Tivrekar said the MPU would soon submit a representation to the government to adopt a gram sabha like model for municipalities, where citizens can raise issues plaguing the city.
On the horrible condition of the roads, the MPU said senior citizens and two-wheeler riders suffered the most due to the broken and pot-hole filled roads in the city.
"Parking is chaotic and riding or driving on Mapusa roads is a herculean task," Tivrekar said and wondered if any authority was concerned about the citizens.
In the meeting, the MPU unanimously elected Shaikh Akbar as president of the organization. The post was lying vacant after its former president, Adv Gautam Pednekar had resigned around four months back.
