Shadow Council for Margao Savio Coutinho has said the Vigilance complaint lodged by the NGO is not only with respect to the number of workers engaged by the agencies, but has demanded other serious aspects as well.
Apart from the number of workers, Coutinho said the NGO has pointed out in the complaint to the Vigilance that Bapu Environmental Social Service Organisation was appointed without the tender process. Saying that the workers are engaged for eight hours duty, he said besides door-to-door waste collection, the workers are also required to do sweeping, cleaning of drains and clearing of black spots. However, the workers are only doing door-to-door waste collection, adding that clearing of black spots are billed separately by showing additional workers.
“While Green Globe is paid Rs 490 per worker, Bapu has been arbitrarily given Rs 525 per worker, Rs 35 is for GST. However, nobody has details if the GST amount collected by Bapu is actually paid to the government,” he said.
Saying that the Vigilance complaint was filed on 17 February 2022, Coutinho said leaders controlling the Margao Municipal Council have been shouting hoarse on account of the Kala Academy works being allotted to the contractor without tender process.
“And here in Margao when the agency Bapu Environmental Social Service Organisation is allotted work without following tender process, and despite the fact that there is no written agreement between the Council and the agency Bapu, crores of rupees are paid. Isn’t this an irony of sorts,” he demanded to know.
