Navelim local booked for alleged interference in voter enrolment

In an interesting development, the Margao police has registered FIR against Savio Coutinho, a resident of Navelim, for allegedly interfering with the ongoing electoral enrolment and verification process and for threatening Booth Level Officer, Damodar Nigari, with dire consequences.

Savio Coutinho, however, has expressed his shock that an offence is registered against him on the basis of a fake complaint filed by a BLO. He insisted that the complaint lodged by the Additional Collector, South is fake since he had never visited the South District Library.

Additional Collector-II & District Election Officer, South Goa District, Ramesh Gaonkar had lodged a complaint with the Margao police stating on November 26, 2025 at a programme held at the District Library, Navelim, Margao, Savio Coutinho, a resident of Navelim, allegedly unlawfully trespassed into a designated area that was exclusively reserved for the staff of Polling Part No. 15. “The accused interfered with the ongoing electoral enrolment and verification process and further threatened Damodar Nigari, BLO with dire consequences. The accused also recorded videos of the BLO and obstructed him while discharging lawful election duties,” the complaint stated.

Based on the complaint, the Margao police has registered FIR under Section 131, 351(1), 329 of the BNS 2023 against Coutinho.

Savio Coutinho, however, has challenged the Additional Collector Ramesh Gaonkar and the Margao town police to show his presence at the District library on that day - 26th November or any other day.
