GSUDA has threatened to levy compensation for the delay as per Clause 2 of the agreement, besides calling for a satisfactory justification for the delay in completion of the works.
In a show“cause notice to the contractor, GSUDA Member Secretary Gurudas P Pilernekar on Wednesday stated, "The date of completion for the work of Reconstruction and Extension of Municipal Building (G=2) at Chaudi in Canacona was March 26 as stipulated in the Agreement.”
“The work entrusted to you under the agreement could not be completed within the stipulated date of completion due to your wrongful delay. Therefore, under the provisions of Clause 2 of the said agreement, you have rendered yourself liable to pay compensation.”
The contractor has been asked to show cause within 7 days as to why compensation should not be imposed for failure to complete the work by the stipulated date of completion.
“In case no cause is shown by you within the stipulated period or the cause shown is not to my satisfaction, I shall take such actions against you as are contemplated under clause 2 of the agreement without further notice,” stated the show-cause notice.
It may be recalled that the foundation stone for the Rs 10 crore ground+2 floor municipal building was laid by then urban development minister Milind Naik in the presence of then Canacona MLA and Dy Speaker Isidore Fernandes and then CMC Chairperson Nitu Sameer Dessai on October 20, 2021.
Following complaints of substandard and faulty works by some councillors, Speaker and Canacona MLA Ramesh Tawadkar had inspected ongoing work on two occasions.
Rebuking the contractor for substandard work and delayed execution of the works, Tawadkar had warned the contractor that if the construction is faulty, the contractor would be made to reconstruct the building afresh.
Incidentally, the contractor has alleged that he was handed over the site after a delay of one-and-half years, while 6 additional months were lost in the demolition of the old building. The contractor stated that works actually began only in April 2022 and had assured to complete the project in the 18 months period given in the agreement.
At present, the Canacona Municipal Council is functioning in a private building at Char-Rasta, Canacona.
