Much against the central and state governments’ pursuit of ease of doing business, life for e-commerce ventures has now become a tad more cumbersome -- these have to now register separately in each state where they operate.
All e-commerce enterprises - whether operating through apps or websites - around the country, including Goa, will now have to register in the State, a new notification says.
According to the notification published in the official website of the State, e-commerce operators will have to register separately in each state where they undertake transactions.
In Goa, the Commissioner of Commercial Taxes Dipak Bandekar has notified that under Section 52 of the Goa GST Act 2017 and Rule 12 of the Goa GST Rules 2017, the e-commerce enterprises have to register as tax collected at source (TCS) entities.
Bandekar said while processing their TCS applications, the e-commerce operators who do not have any specific place of business in Goa, will have to furnish the address of their head office, wherever it is located.
Furthermore, they will have to choose between the Panaji ward office in North Goa or Margao ward office in South Goa as their State jurisdiction, Bandekar adds in the notification. Those e-commerce operators who have no office or physical presence will now be able to register online on the GSTN portal which is being updated, Bandekar’s notification said.
The GSTN portal will accommodate such out-of-state e-commerce operators who will have to apply for registration by furnishing details of their head office outside Goa as the principle place of business in the ‘content’ field of the online application.
