Stating that the reply to the show cause notice issued to the Fisheries Director is unsatisfactory, the Minister has also asked for an inquiry through the Vigilance Department and asked for the payment of the Company to be kept on hold.
In a note moved to the Secretary, Fisheries, the Minister has stated: "After careful perusal of the above and scrutiny of the entire file there is a clear indication of the non-performance of the duty by the director whereby she has failed to generate coordination within the department as a result of which the present situation has occurred."
"Then superintendent of fisheries has clearly spelled how and what has transpired leading to recommendation that contract be awarded to M/s Megasoft Systems. This is clearly illustrative of the fact that the director has acted arbitrarily as per her whims and fancies without following the procedures laid down by CCI and Central Vigilance Commission which would have caused loss to the State exchequer", pointed the noting.
"As the conduct of the director is suspicious as the same modus operandi was used to award contract of M/s Megasoft Systems in the year 2016."
"It is thereby ordered that the director, be suspended immediately and departmental inquiry be conducted as the reply to the show cause notice is highly unsatisfactory and further file of awarding contract to M/s Megasoft Systems for the year 2016 should be investigated through the Vigilance", he recommended.
"All payments to M/s Megasoft Systems should be stalled till both inquiries are conducted and only upon prior approval of the undersigned", the noting said.
