The minimum values have been prescribed under the Goa Stamp (Determination of True Market Value of Property) Rules, 2003, and will serve as the base for determining the value of properties for stamp duty and registration purposes, subject to the applicable land-use zone, area and other conditions specified in the order.

The government has clarified that the village-wise figures are base values applicable to the S1 settlement zone for areas up to 1,000 sq m. For areas up to 500 sq m in zones S1 to S4, the base rate will be reduced by 30 per cent.
The final applicable value will vary according to the property's zone and area. For plots up to 1,000 sq m, the rates are 100 per cent higher in C1, 75 per cent higher in C2, 50 per cent higher in C3 and 25 per cent higher in C4.
Agricultural land attracts reductions ranging from 60 per cent to 80 per cent, depending on the area. Orchard and forest land receives reductions ranging from 50 per cent to 70 per cent, while industrial, institutional, public and semi-public land attracts reductions of 40 per cent to 60 per cent.
The order also specifies that the minimum values will not apply to purchases by mundkars and tenants from landlords under the respective protective legislation. Agricultural tenanted land will be valued at 20 per cent of the prescribed minimum land value.
For land acquisition, the notified values will serve only as broad guiding factors and will not automatically determine compensation. The order provides for reductions of 50 per cent for areas up to 1,000 sq m, 60 per cent for areas between 1,001 and 4,000 sq m, and 70 per cent for areas above 4,001 sq m, irrespective of zones.
The notification supersedes the earlier order and addendum of September 2024 and November 2025, respectively, while modifying the existing framework for minimum land values.
