On National Panchayati Raj Day, activists called for full devolution of powers, funds and functions to Panchayats, as mandated by the Constitution.
Former Sarzora sarpanch Sabita Mascarenhas said Article 243G grants Panchayats authority to function as self-governing bodies, but true devolution remains incomplete even after 33 years.
She noted that 29 subjects under the 11th Schedule must be fully transferred along with funds, functions and functionaries.
She also called for empowering Gram Sabhas with binding powers over land use, fallow land, PBR implementation, the Tenancy Act and leasing of Comunidade land. She urged that no land remain fallow by 2027 and that Gram Sabhas be authorised to allot unused land to tillers and self-help groups transparently.
Convenor of the Goa Panchayati Raj Institution, J Santan Rodrigues, said Zilla Panchayats still lack constitutional powers.
Though set up in 2000, effective decentralised planning has not taken place due to weak District Planning Committees.
