NGO Goencho Avaaz on Monday alleged that Chief Minister Manohar Parrikar, who was the country’s Defense Minister at the time the Rafale deal was closed, amended the Defence Purchase Manuel (DPM) in 2016 in order to abet corruption.
Convenor of Goencho Avaaz retired Captain Viriato Fernandes questioned whether the Defense Procurement Procedure (DPP) was followed in letter and spirit.
He also questioned why, when Parrikar had said on national TV that the figure of 126 aircrafts was an outdated figure, did he reduce it to 36 aircrafts, and asked what was the basis for this
figure 36.
The NGO has also requested national political parties like the Congress and the Aam Aadmi Party (AAP) to take up the issue in court and further an investigation into Parrikar’s role in the deal.
According to Fernandes, who comes from defense background, there is a big question mark in the Comptroller and Auditor General (CAG)’s findings on the Rafale Deal. Fernandes alleged that the CAG Rajiv Mehrishi’s findings were not reported correctly as he was also the finance secretary when the Modi government signed the Rafale deal.
