PANAJI: Political circles in the State were abuzz with speculation that former Goa chief minister Manohar Parrikar would return to Goa as chief minister after news reports speculated that an impending Cabinet reshuffle in New Delhi would see Arun Jaitley being moved from the Finance to the Defence Ministry.
