Pay salaries to South comunidades staffers in 15 days: GHRC

Asserting that non-payment of salary to the employees of the South Goa Administrator of Comunidades has grossly violated the human rights of employees, the Goa Human Rights Commission has recommended that the salaries pending from May 2016 till date are paid within 15 days.

The GHRC has also recommended that the State through the Chief Secretary pay a compensation of Rs 3,000 to each of the employees of the Comunidades within 30 days.  

GHRC Chairperson A D Salkar and Commission member J A Keny observed that the justification given by the Administrator of Comunidades, Margao for non-payment of salary to the employees does not appeal to their mind at all. “The Institutes of Comunidades in Goa are functioning under the direct control of the State of Goa and as such it does not justify the State to say that the Comunidades should make their own arrangement for self-funding and that no such funds shall be given henceforth,” the Commission observed.  
The Commission observed that an unique situation has arisen with the government apparently deciding not to sanction special grants for payment of salary of the employees of Comunidades on a spacious plea that Comunidades should make their own arrangements for self-funding to pay the salaries of the staff members. On the other hand, the Comunidades Administrator has stated that the Comunidades is not able to make the self-funding arrangement.
“This has given rise to a situation whereby the employees of the Comunidades are made to undergo mental torture for no fault of theirs. They are deprived of decent living. It shall not be inappropriate to say that they are on the verge of starvation for which the State of Goa is wholly responsible. Admittedly, the Comunidades has availed the services of its employees and they are working in the Comundades as regular employees on full-time basis. It is a cardinal principle of law that an employee who has rendered services to its employer is bound to get remuneration for the services rendered by him. Likewise, it is also the duty of the employer to pay remuneration to its employees after availing the services of the employees,” the GHRC said.

Stray dog scam: NGO decries call for vigilance probe
