The Goa Waste Management Corporation (GWMC) has decided to bring in a private project management consultant to oversee the proposed 100-tonne-per-day solid waste management facility at Bainguinim, citing the sensitivity of the project and the need to avoid any risk during its execution.
GWMC has invited bids for the appointment of a Project Management Consultant (PMC), with the deadline for online submission fixed for October 26.
A senior GWMC official said the consultant would have a role extending from the preparation of the project documents and selection of the concessionaire to construction, commissioning and performance testing of the plant. “The consultant will be responsible for signing the concession agreement, then monitoring during the construction phase, installation, commissioning and up to the performance guarantee runs,” the official said.
The decision assumes significance given the controversy and sensitivity surrounding the proposed Bainguinim facility.
“Since the Bainguinim plant issue is a sensitive issue, we did not want to take any risk and therefore thought it fit to appoint a consultant,” the official said.
The scope of the PMC is extensive and includes preparation of the Inception Report, Detailed Project Report (DPR), Detailed Feasibility Report, detailed engineering and cost estimates, besides bid-process management for selection of the concessionaire and execution of the Concession Agreement.
The consultant will also be responsible for construction-phase consultancy and monitoring, scrutiny and certification of drawings and documents, supervision of construction, installation and commissioning of machinery, and monitoring the performance guarantee run of the plant.
The PMC will further review and approve as-built drawings, compile project reports and documents and deploy the personnel required at different stages of the project.
GSIDC declines role
The move to appoint a private consultant is also significant because the Goa State Infrastructure Development Corporation (GSIDC) had served as project management consultant for the solid waste management facilities at Saligao and Cacora.
Sources said GWMC had approached GSIDC to take up the project management consultancy for the Bainguinim facility as well. However, GSIDC declined to take up the assignment, following which GWMC decided to invite bids from private entities.
Meanwhile, four companies have already been shortlisted at the Request for Qualification (RFQ) stage for the Bainguinim project. They are Hindustan Waste Treatment Pvt Ltd, Srinivas Waste Management Services Pvt Ltd, Organic Recycling Systems Pvt Ltd and HNB Engineers Pvt Ltd.
