P’yat act to be amended for delimitation of wards

State Government will amend the Panchayati Raj Act to give powers to the Goa State Election Commission (SEC) to carry out the delimitation and reservation of ward for panchayat elections.

Speaking to media persons on the sidelines of a function, Chief Minister Manohar Parrikar said, “We want the SEC to do it because generally it is felt that delimitation and reservations are done with some ultimate target in mind. So I had issued directions that as there is no time during this election, immediately after elections let us hand this over to SEC, so that no one has any question mark on the fairness and transparency of the job done. Let it be done well in advance so that people don’t have to rush at the last minute.”  
Explaining further, he said, “If the candidate knows well in advance that his is a reserved ward, he will be prepared to contest from another ward. Secondly, if he knows it at least one year or six months in advance he has some chances of shifting to another ward. Last moment creates a problem.  
When asked about reservation not being well defined in the Act, he said, “That is the job of the State Election Commission to first formulate the guidelines and then do it.”
