PANAJI: Several projects including the Mini India Park coming up in Quelossim which were ‘deferred’ by the Investment Promotion Board (IPB) are back on the agenda of the meeting to be held on Monday July 18.
Three projects which were rejected at the earlier meetings -- Adwalpalkar Constructions and Resorts (Sinq Hospitality Group) project for a 142 room apartment resort at Bambolim, Sea Scan Marine Services proposal for a Skill Development Training Centre at Nagoa Verna and Movaj Enterprises proposal for setting up of Eco Environment Recreational Floating Part/Mini India Park with five star resort, houseboat, floating cottages and water sports activity in Quelossim, are expected to be deliberated afresh, after they have submitted fresh proposals to the IPB.
Adwalpalkar Constructions has submitted a modified proposal, since its earlier proposal required a change of zoning of the plot from S2 to C2, which was not agreed by the Town and Country Planning Board.
The proponents have now modified their proposal “to bring it in line with allowable development guidelines.”
Adwalpalkar constructions has proposed to set upa 142 room serviced apartment resort on a plot of 5165 m2 of which they plan to construct on 1413 m2 through an investment of ₹55 crore and an employment potential of 150 persons.
The other two -- Sea Scan and Movaj Enterprises, however, have not modified their proposals with the only difference between then and now, being the Chief Minister who is the chairman of the Investment Promotion Board paying a site visit to the respective sites, along with members of the board to “understand the project in detail” given that it involves notifying the area as Institutional in the former’s case and Investment Promotion area under the IPB Act in the latter case.
Sea Scan seeks to set up a skill development and training institute on orchard land of 77450 m2 of which they plan to build on 15925 m2.
In the case of Movaj, the project was earlier stayed by the Goa Coastal Zone Management Authority as they didn’t have the required consent for their ‘Mini India Park’ which has been planned in agricultural land which consists of low lying paddy fields, ponds, water bodies, bunds and mangroves along the border of the river.
The proponents are seeking a conversion of 60,000 m2 of land to settlement zone from the 9.16-lakh square metres in their possession besides to set up another 60,000 m2 floating platform. The total investment promised is ₹625 crore and jobs of 800 persons are promised, while the proponents have promised to “take care of the flora and fauna” since with the floating platform “the biological life underneath will remain unharmed.”
The proponents have also produced a site conditions survey as well as an NOC from the village panchayat of Cortalim Quelossim.
The Chief Minister has already visited the site along with members of the IPB and made his “necessary observations.” Besides this, the IPB is also expected to deliberate proposals for four eco-resorts, four manufacturing units, three hotels and one distillery. The total investments proposed include ₹495.66 crore while employment potential is that of 1300 persons.
