PANAJI: The State government on Monday shifted as many as twenty of its top officers apparently in a bid to shake its bureaucracy off the much talked of lethargy which is plaguing the administration and out beat the impending election Code of Conduct which makes transfers cumbersome.
Most significant of the transfers effected on Monday were three related to the tourism ministry which recently came under fire from the industry's trade body Tourism and Travel Association of Goa. Director of Tourism Menino D'Souza was moved as Registrar of Co-operative Societies and Sanjiv Gadkar who held the latter position will now head the team at Paryatan Bhavan.
The government's tourism setup will also boast of another top bureaucrat in its ranks - Sanjit Rodrigues. He has been named the new full-time managing director of the Goa Tourism Development Corporation in place of the incumbent Nikhil Desai, who was holding charge while officiating as Transport Director.
Another significant transfer is that of Agnelo Fernandes, who has been upgraded as Collector and District Magistrate of South Goa. He was earlier Additional Collector-II in that district.
The order posts Srinet Kotawale as managing director of Goa State Infrastructure Development Corporation in addition to his charge of Director of Information Technology Department.
Social Welfare Director has been transferred as managing director of Goa Industrial Development Corporation to replace Narayan Gad who has now been posted as Director (Admin) in the Education Department.
Interestingly Additional Chief Electoral Officer N S Navti, who has for several years assisted the Chief Electoral Officer, has been shifted as Director of Information and Publicity. Navti, who was well versed with the State's election machinery will now not be available in the crucial role during the conduct of the upcoming Lok Sabha elections and possibly the expected by-elections to the Shiroda and Mandrem Assembly constituencies.
Meanwhile Amarsen Rane has been shifted as Additional Secretary (Home) from the General Administration Department, Additional Collector-I (North Goa) Vikas Gaunekar has been given additional charge of Director of Settlement and Land Records, Pravin Barad is posted as Director (Admin) at Kala Academy, Mahesh Corjuenkar is posted as Director (Admin) in Electricity Department and Parag Nagorcekar is named the managing director of Goa Energy Development Agency.
Meanwhile, Bushan Savoikar, who was officiating as Under Secretary to the Chief Minister has been promoted from junior scale to senior scale officer by a separate order upgraded as Joint Secretary to the Chief Minister.
Five other officers promoted to senior scale along with Savoikar are: Ms Sheru Shirodkar posted as Director (Training) at GIPARD, Varsha Naik upgraded from Under Secretary to Joint-Secretary (GA), Anju Kerkar posted as Director (Admin) in WRD, Gaurish Kurtikar posted as managing director of Infotech Corporation, Brijesh Manerkar posted as project director of DRDA (North) and Santosh Kundaikar who is posted as Administrator of the troubled Goa State Co-operative Milk Producers Union Ltd.
The order also states that North Goa Collector Levinson Martins shall hold additional charge of the managing director's post of the Goa Solid Waste Management Corporation and that of Director of Science and Technology.
Also, Director of Tribal Welfare, Venancio Furtado has been given additional charge of Director, Social Welfare while South Goa Collector, Tariq Thomas (IAS) has been asked to report to Personnel Department for further posting as is the Special Land Acquisition Officer in GIDC, Sharmila Zuzarte.
The order asks the officers to take charge of their new postings within three days.
