Revenue 'group C' staff bunched into common cadre

PANAJI

The State government has created a common cadre for Group C employees working across four offices under the administrative control of the Revenue Department, paving the way for a unified seniority list and a common framework for appointments, transfers and promotions.

The notification, issued by the Revenue Department under Section 4(2) of the Goa Land Revenue Code, 1968, brings employees of the Collectorates of North Goa, South Goa and Kushavati districts, as well as the Directorate of Settlement and Land Records (DSLR), under a common cadre structure. The notification is issued following the cabinet decision in August.

The common cadre will cover 17 categories of Group C posts, including Awal Karkun, Circle Inspector, Talathi, Head Clerk, Senior and Junior Stenographers, Supervisor, Head Surveyor, Field Surveyor, Draughtsman Grade-I and Grade-II, Upper Division Clerk, Lower Division Clerk, Staff Holder, Driver, Bailiff and Multi-Tasking Staff. Other Group C posts may also be included through subsequent government notifications.

With this, the government is proposing to determine inter se seniority among employees belonging to different designations. This will serve as the basis for regulating appointments, transfers and promotions in accordance with the relevant Recruitment Rules or other rules framed specifically for the purpose.

The move brings employees serving in different district-level Revenue offices and the land records directorate under a unified service structure, which could have implications for their career progression and deployment across these offices.

The common cadre will be administered in accordance with the Goa Land Revenue Code, relevant service rules and government orders issued from time to time.
