A detailed internal report prepared for the Union Shipping ministry calls for urgent skill development programmes in both North and South Goa to meet the projected demand of nearly 32,000 jobs which will be progressively created until 2022 due to Sagarmala project-related investments.
The report identifies tourism and hospitality, ports and inland transport, manufacturing, logistics and infrastructure as the key economic drivers in which investments worth around Rs 15,000-crore are envisaged owing to the Sagarmala project being promoted by the Centre.
Some of the major investments in developing inland waterways listed by the report includes a Rs 270-crore floating jetty for water sports, a five-star hotel and a 4-star hotel near Reis Magos Fort by M/s Spark Healthline Private Limited.
It also lists a Rs 200-crore investment on a Marina at Nauxim on the northern bank of Zuari river with parking facilities for 200 yachts with 25m draft, a yacht repair & maintenance yard, dry docking using 600Mt travel hoist and a waste water management plant by M/s Kargwal Construction Pvt Ltd.
In the infrastructure sector, the report quotes the Rs 3000-crore investment in constructing the Mopa airport by GMR Infrastructure and Rs 981-crore for the development of Panaji as Smart City. It says these major public sector driven infrastructure projects have the potential to employ over 7,000 people over the 2016-22 six-year period.
MRF Limited, Vedanta Limited, Ozone Leisure and Resorts Private Limited, Movaj Enterprises Private Limited and Yacht Heaven (Goa) Pvt Ltd are some of the companies, the report names as key players in over Rs 10,000-crore of investments in manufacturing and eco-tourism projects which will create over 22,000 jobs.
The report which claims that roughly 300 primary consultations have been held in both North and South districts, calls for immediate fresh training and upskilling of around 2,100 youth in the tourism and hospitality sector to take up jobs such as guides, cab drivers and translators/interpreters.
Another sector for immediate skill development recommended is nursing and housekeeping where the report says Goa will require 2,200 trained personnel.
The sea food processing industry will require 2700 grading supervisors and shop-floor workers in the next five years which again needs skilling if the jobs are to be taken up by local youth.
The report says the construction sector will throw up jobs such as masons, bar bender, carpenter, electricians and plumbers and recommends skilling and training of more than 5,000 for these trades in the next five years.
The work plan suggested by the report in accomplishing the skill development challenge calls for taking on board industry and knowledge partners, besides collaboration between Goa Tourism Development Corporation and the adventure sports industry and establishing training infrastructure and facility. It also calls for appointing instructors, counsellors, mobilisation in-charge, placement officers and administrative staff to run the skill development programmes.
Education profiling of various age groups besides job preferences of the local population particularly those in the age group of 19 to 40 years of age, has also been taken into account by conducting surveys. It has also assessed the gap in skills of the local population vis-a-vis current and emerging job roles as well.
The report currently lies on the tables of top bureaucrats of the Union Ministry of Shipping and National Skill Development Corporation and is part of the Ministry’s study on human resource and
skill requirement for 19 other coastal districts. How soon it will find its way into the agenda of the State government and actually witness implementation on the ground, like all other such studies, is anybody’s guess.
