Seraulim panchayat flags flood threat from bypass debris

Mud and debris continues to remain in the low-lying fields below the western bypass built on stilts.

With the monsoon fast approaching and concerns mounting over flooding in low-lying fields, the Seraulim village panchayat has approached the South Goa Collector seeking directions to the contractor of the western bypass project to remove the excess mud and earth dumped in low-lying fields during the construction work.

In a letter, Sarpanch Seema Shanke stated that the contractor had committed under the project contract to remove the excess mud and earth used for the construction. However, despite the passage of considerable time, the debris has not been cleared.

Highlighting the serious concerns arising from the contractor’s non-compliance, the panchayat pointed out that the debris is obstructing natural drainage, particularly during the monsoon season, thereby increasing the risk of waterlogging and flooding in nearby areas.

The panchayat further highlighted the potential environmental impact due to soil runoff into adjoining fields and water bodies, besides causing inconvenience and concern to local residents and farmers.

“As per the terms of the contract and commitments made by the contractor, the removal of such construction debris and earth filling is a mandatory responsibility. The continued inaction in this regard is creating a hazardous situation and warrants immediate intervention,” the panchayat stated while urging the District Collector to direct the contractor to immediately remove the mud and earth fill in accordance with contractual obligations.
