"Training should be given to all panchayat members and secretaries as regards the powers that panchayats already have and powers which entail financial allocations as well as the powers that the government proposes to delegate to them. They should be asked about the powers they would like to have," said the Goa Pradesh Congress Committee president Shantaram Naik. Naik further said that the panchayat office bearers should be made aware about the statutory powers vested in the panchayats because the regulations and procedures laid down in the Panchayat Raj Act tend to be exhaustive and cumbersome. Meanwhile, Naik also commented on the controversial ordinance introduced by the Rajasthan state government and declared that ‘Rajasthan is set to be the trial ground for BJP's fascist experiment'. "The ordinance is a cruel attack on the freedom of press and on the Constitution itself. Its main aim is to protect the present Chief Minister Vasundhara Raje. It is not only unconstitutional but is also a betrayal of the nation," Naik argued.
