MARGAO
South Goa District Magistrate Egna Cleetus has directed the Special Cell to maintain separate online lists of identified and registered bulk waste generators (BWGs). She also instructed the Deputy Collectors to ensure on-site verification and registration of unregistered BWGs by November 30, 2026.
The directions were issued at a review meeting of the District Level Committee for the implementation of the Solid Waste Management Rules, 2016, and the Solid Waste Management (Amendment) Rules, 2026. The meeting was held in compliance with the Supreme Court’s directions in Civil Appeal No. 6174/2023 and was chaired by the District Magistrate.
The meeting was attended by Bhiku L Gavas, Deputy Collector, South-2; SDMs, Mamlatdars, BDOs, representatives of municipal councils and various departments, and officials from GWMC, GSPCB, IDC and the SDPO’s office.
The Committee reviewed the monthly report for September 2026, which recorded 25 inspections across the talukas and 20 directions issued for non-compliance with the Solid Waste Management Rules.
It also reviewed the identification and registration of BWGs. Of the 385 establishments identified in South Goa, 124 had registered on the Centralised Online Portal, according to CPCB records dated September 30, 2026.
The meeting further reviewed the fourth and fifth fortnightly inspection reports, compliance with directions issued to local bodies, and 32 public complaints relating to garbage dumping and littering. The Deputy Collectors were directed to maintain updated online records of complaints, inspections, action taken and compliance status.
The Committee discussed CPCB guidelines on registration fees and annual return processing fees for BWGs under the Solid Waste Management Rules, 2026. The District Magistrate also directed the concerned officials and departmental staff to complete the iGOT Karmayogi online course titled Solid Waste Management Rules, 2026: An Overview.
It was further proposed that GSPCB conduct a practical demonstration of the Centralised Online Portal for Special Cell officials and taluka-level teams.
The meeting also reviewed public awareness initiatives, including infographics, newspaper advertisements, news channel tickers, awareness films, jingles and student-led street plays to promote waste segregation and prevent littering.
The District Magistrate proposed issuing a monthly press note highlighting the Special Cell’s activities, including inspections conducted, complaints addressed, directions issued and awareness programmes organised.
