Should p’yats specify tools required for demolition ops?

Are the panchayat bodies now required to specify the tools and equipment needed in a demolition operation when it’s the responsibility of the demolition squad to make the necessary arrangements?

BDO questions Dramapur panchayat for not specifying details of equipment

This question has come to the fore after outgoing Salcete  Block Development Officer, Uday Prabhudesai in a memorandum to the  Dramapur village panchayat has demanded to know why the panchayat has  not specified in detail the tools and equipment required to dismantle  an illegal tower in the village.
What’s interesting to know is that the panchayat has only  asked the Salcete BDO office to requisition the services of the district  demolition squad to raze down the illegal tower.   
Former Dramapur sarpanch and present panch Domnic Noronha  told The Goan that this is perhaps the first time that the Salcete BDO  office has sought details on the tools and equipment required for a  demolition operation. 
“It is a fact that because the panchayat has no  men and machinery to execute demolitions, the services of the demolition  squad headed by the Deputy Collector, Margao is requisitioned to carry  out the demolition. It is indeed surprising that the outgoing Salcete  BDO has deemed proper to seek details from the panchayat body on the  tools and equipment,” Noronha said, adding that the responsibility to  arrange 
the tools, equipment and machinery rests with the 
demolition  squad.
The panch member pointed out that by raising the issue by  the BDO, there will be only further delay in the demolition of the  illegal tower.
Meanwhile, the Dramapur panchayat in a resolution moved by panch Domnic Noronha has resolved to oppose the proposed satellite port at  Betul on grounds that the port will disturb the fishing activities and  displace Goans, staying within the radius of the proposed site.
The resolution seconded by panch Bernard Rebello said that  various forms of fishing business at Assolna, Ambelim, Cutbona, Betul and  along the coast leading up to Agonda, will be adversely affected by  the proposed port.
