In an attempt to involve locals to prepare a good and practical Gram Panchayat Development Plan (GPDP) for the village, the Siolim-Marna panchayat recently organised a special gram sabha to explain about various works that can be proposed for the plan.
The villagers were also informed on the need to prepare an exhaustive Peoples Biodiversity Register (PBR) so that all the exclusive animal and plant life existing in the village are listed in the register.
In a power-point presentation, Gregory D’Souza, a member of the Village Development Committee, presented a report of the last GPDP and explained to villagers how an effective GPDP can be prepared by proposing works that can be taken up at block development officer (BDO) level.
He said works up to Rs 2 lakh can be sanctioned by the BDO while works between Rs 2 to 5 lakh will need the approval of the Director of Panchayat and works of above Rs 5 lakh will be referred to the government for approval.
A proposal was put up to request popular cartoonist Alexyz to develop a unique art that can be associated with Siolim with the help of other artists in the village.
After discussing a few other proposals it was decided to send all proposals to the panchayat latest by November 22. The new GPDP will be for the year 2020-21.
A group leader of the Goa Biodiversity Board, Rajeshri Nagvenkar, spoke on the importance of village biodiversity committee and the need to make a good peoples biodiversity register (PBR).
Later, the chairperson of biodiversity managing committee (BMC), Gregory D’Souza introduced his team and the members of the Technical Support Group (TSG) to the villagers.
“Siolim is famous for the local variety of fish. This particular area of interest has to be explored with the help of the TSG,” D’Souza said and appealed to locals to participate and contribute in preparing a good PBR for the village.
He also introduced Prajal Panckal, who will lead the technical support group to assist the BMC in preparing the PBR.
Earlier, Siolim-Marna Sarpanch Monali Pednekar welcomed the gathering and asked the villagers to participate in the GPDP by proposing works that can be beneficial for the village.
Village Development Committee, Convenor, Joaquim Barros proposed the vote of thanks. Panch members, William Fernandes, Sylvester Fernandes, Abhay Shirodkar, Fermina Fernandes and Sharmila Vernekar were also present.FOR A BETTER SIOLIM
