n E-govt delivery service via Gramin Mitras rnn Income, residence certificates in a jiffy

PORVORIM
Capitalising on the popular concept of localised delivery of different goods and services, the revenue department also plans to have a similar system to deliver governance to residents in the State from May 1.
The department will even have its own delivery staff, to be designated as ‘Gramin Mitras’, equipped with the necessary gadgets to provide different facilities at common and local sites in the village, for the convenience of residents.
The Goa Electronics Limited (GEL), the agency to implement the project, demonstrated the concept to the panchas of three panchayats of Porvorim constituency at Socorro Panchayat hall on Thursday.
Speaking on the occasion, Hari Krishna of GEL said the concept ‘Gramin Mitra’ (friend of the villagers) will be equipped with mobile IT infrastructure, to facilitate this service.
The ‘Gramin Mitra’ will disseminate information regarding various government schemes, notifications, orders or any other plans that the government notifies from time to time to the villagers. It would help facilitate an interaction with the revenue minister, if required.   The facility will also allow residents to apply for residential, divergent, income and other certificates. The IT infrastructure will be equipped to facilitate the Gramin Mitra to make an application on the spot for the residents. There would be a provision to scan the required documents on the spot and even take a photograph of the person.
The IT infrastructure will also be equipped with a printer, whereby the Gramin Mitra can print the income, residential or divergent certificates etc. on the spot and hand it over to the resident.
Speaking to The Goan, Revenue Minister Rohan Khaunte mentioned that GEL had demonstrated the concept of ‘Gramin Mitra’ at Socorro on Thursday.
“This service will be implemented from May 1 onwards. Initially, it will be started in one or two constituencies and gradually within next three months, this service will be made available all over the State.”
“An employee of IT along with Talathi or gram sevak will visit the villages and offer these services to the villagers. The main aim of this service is to provide income certificates, residential certificates, divergent certificates much faster to the villages and to also disseminate information to residents,” said Khaunte.
