Speaker raps ministers for unruly conduct in House

In a rare and pointed observation, Speaker of the Goa Legislative Assembly Ganesh Gaonkar, on Tuesday expressed concern over the conduct of members of the Council of Ministers during Assembly proceedings, noting that a recurring pattern of unruly behaviour has been witnessed in the House.

Addressing the members at the start of the third day of ongoing Assembly session, Gaonkar said several ministers have often been seen raising their voices, shouting, taunting and ridiculing other legislators during debates.

He also noted instances where personal accusations were made on the floor of the House, which he said undermines the dignity of the Assembly.

The Speaker said such behaviour runs contrary to the spirit of the oath of office taken by ministers under the Constitution of India – Third Schedule, which requires them to faithfully discharge their duties and uphold constitutional values.

“Such conduct is antithetical to the solemn oath of office taken under the Third Schedule of the Constitution of India,” Gaonkar remarked while calling on members to adhere to parliamentary norms.

Emphasising the importance of maintaining decorum, the Speaker urged ministers and legislators alike to conduct themselves with restraint and respect during debates.
