The State government on Tuesday issued binding directions to government departments and temple committees to put in place crowd management, safety and regulatory measures during the Dussehra festival on October 1 and 2, 2025.
The order, issued by South Goa Collector Egna Cleetus, instructed officials to hold meetings with temple committees and asked the police to deploy enough personnel and keep round-the-clock surveillance.
Temple committees have been told to create separate entry and exit points, obtain stability certificates and licences, and coordinate with concerned departments.
Ambulances, fire services and other emergency teams must be stationed at places expecting large gatherings.
“In view of the Dussehra festival on October 1 and 2, prominent temples in South Goa district are expected to witness a heavy footfall of devotees. Such gatherings, if not properly managed, may lead to overcrowding and traffic congestion, especially during evening hours and on Vijayadashami,” the order stated.
The Collector noted that temple committees have earlier faced challenges in arranging proper crowd control, traffic management and emergency response.
“With timely support and guidance, these measures can be strengthened to ensure public safety,” it added.
The directive warned that failure to comply would be treated as dereliction of duty and could invite legal action under the Disaster Management Act.
The South Goa police have also been asked to post adequate uniformed personnel at key locations to maintain order, safety, peace and tranquillity during the festival.
