State ranks first in country for implementing Nyay Samhitas

Director General of Police Alok Kumar has said that Goa has ranked first in the country in implementing the new Nyay Samhitas. The ranking is based on the February 2026 national assessment by the Bureau of Police Research and Development. Goa scored 83.10 per cent, the highest among all States and Union Territories.

In a press release, the DGP said the top rank reflects Goa’s preparedness, coordinated reforms and timely steps taken under the new criminal laws.

Goa scored a full 20 out of 20 in Administrative Reforms. All required notifications were issued and model rules were adopted under the Nyay Samhitas. Kumar said this shows the State was quick to put the new laws into action.

On operations, Goa recorded 100 per cent compliance in Zero FIR registration, meaning complaints are registered regardless of jurisdiction. The State also made full use of the National Automated Fingerprint Identification System, introduced e-Sakshya for handling digital evidence, and strengthened electronic links between police stations and courts to improve investigations and case progress.

In the Information and Communication Technology segment, Goa scored high for implementing e-Summons, Nyaya Shruti and MedLeaPR. It also achieved full marks for system integration, with digital connectivity between Police, Courts, Prisons, the Forensic Science Laboratory and Prosecution through CCTNS and related platforms.

The DGP said the achievement is the result of joint efforts by all parts of the criminal justice system.

He added that Goa will continue to focus on training, better coordination and faster, fairer justice delivery.
