The money spent on contractors to whom Goa’s 14 civic bodies have outsourced collection and in a rare case management of garbage, has skyrocketed, according to information furnished by Urban Development Minister Milind Naik.
Between March 2016 and August 2018, the Corporation of the city of Panaji (CCP) has paid over Rs 50 lakh to its contractors, one of who has been also handling the composting unit located adjacent to the new market complex in the capital city. The Corporation uses its own work force for door-to-door collection of garbage.
In the same two-and-half-year period, Margao municipal council has spent double the amount on contractors who have been engaged by it for the task of garbage collection. It paid Bapu Environmental Social Service Organisation Rs 42.61 lakh, Green Globe Self Help Group Fatorda Rs 63.27 lakh and Manuel Costa and Sons Rs 1.75 lakh.
Contractors collecting garbage cost the Mormugao civic body Rs 29 lakh. Like Panaji, it too deploys a sizable chunk of its workforce in garbage collection activity parallel to the contractor outsourced the task partially.
Cuncolim Municipal Council paid its garbage collection contractors Rs 63.54 lakh, Curchorem-Cacora Municipality paid contractors Rs 28 lakh.
In addition, Goa Waste Management Corporation has also engaged a contractor for servicing village panchayats and some 400-odd educational institutions and collect their garbage in rural Goa. The contractor -- M/s Bhavish -- has been paid approximately Rs 2.74 crore since 2017 till date.
