The accident occurred in the wee hours when the truck driver lost control when the vehicle is believed to have jumped at the speed breaker, before hitting on the divider.
All traffic on one side of the state highway was disrupted following the incident.
Local activist Xavier Fernandes told The Goan that the PWD and the district authorities have failed to address the issue of faulty road engineering that has resulted in a spate of accidents on the Raia-Borim road.
He said that Raia villagers had been persistently demanded with successive governments to rectify the road engineering faults, but in vain.
Both the driver and the cleaner were referred to Hospicio hospital and were later discharged after first aid.
