Two Cunchelim clubs demand revoking NOC to communidade

Alleging that the Communidade of Cunchelim has misrepresented facts and illegally sub-divided plots in the open playground in the village, the Cunchelim (football) Sports Club and the Sai Baba Cricket Club have separately demanded the Mapusa Municipal Council (MMC) to revoke the provisional NOC given to the communidade.

“The Cunchelim communidade has done a lot of illegalities while taking up the development of the open space which had a football and cricket ground for more than three decades. We demand that the licence issued to the communidade should be immediately revoked and the land should be restored to its original position,” said Francis Fernandes, advisor to both the clubs and ex-vice president of Goa Football Association.

The office bearers of the both the clubs along with Francis Fernandes met and handed two separate memorandums to MMC Chairperson Ryan Braganza.

The President of Cunchelim Sports Club Francis Fernandes has said the football ground and a structure of the club existed in the Chalta No 106 and PT Sheet No 5 in city survey of Mapusa in which the communidade has started sub-division of plots.

He said they have learnt that the communidade has plans to demolish the structure to make way for their “illegal” development and urged the chairperson not to issue any permission to demolish the structure.

Fernandes also requested the Mapusa Municipal Council to stop the illegal development of the open space and save the football ground for future generations.

“The football ground in Cunchelim is the only recreational space available in the village. The High Court of Bombay has encouraged the use of more open spaces as playgrounds by stating that ‘cities are becoming concrete jungles with no places to relax and or play’. In this context, it is important that the council plays a proactive role in maintaining our green spaces for future generations,” Fernandes said.

The President of the Sai Baba Cricket Club, Mahadev Desai has also objected to the sub-division of plots in Chalta No 106 PT Sheet No 5 of Cunchelim which does not accurately and correctly show the existing cricket ground and existing structure in part of the area in the land use register.

“The communidade lands are known as “commons” meant for the use and enjoyment of the people of Cunchelim. Any plans for converting these green areas for settlement or other purpose for monetary gain is illegal and against the Communidade Code,” Desai said.

MMC Chairperson Ryan Braganza told the delegation that he was against any illegalities and would not shy from taking action against the communidade.

“If it is illegal, we will definitely take action as per the law,” Braganza said.

Interestingly, Braganza is one of the shareholders of the Cunchelim communidade.

The office bearers of both the clubs also submitted the memorandums to Mapusa MLA, Joshua D’Souza and to 15 councillors individually so far.
