PANAJI:  The State Government is all set to begin with the impact assessment survey of three of its flagship schemes - Dayanand Social Security Scheme, Grih Aadhar and Ladli Laxmi from January 22. The survey will be conducted by Goa Electronics Limited (GEL) over a period of next 6-8 months.
Speaking to The Goan Everyday, Chief Minister Manohar Parrikar informed, “As far as these schemes are concerned, it has been observed that there are many unauthorised beneficiaries availing from the scheme. Secondly, we want to actually assess the impact of these schemes on the beneficiaries and the society.”
“We have now decided to tighten the screws on these schemes. Once the first report on the survey is received, the picture will be clear and we will decide on what needs to be done next,” he informed.
“There are various beneficiaries like state and central government employees, bank employees and PSU employees whose income exceeds the maximum income specified in the scheme. Once the survey is complete, the number of beneficiaries is likely to be decreased,” he stated.
Presently, there are 1.5 lakh Goans who are availing benefits under the Grih Aadhar Scheme, while nearly 25,000 new applications are pending with the Government. Similarly, 50,000 beneficiaries have availed of Laadli Laxmi Scheme and 10,000 others are pending.
“A detailed format has been prepared on various parameters based on which the house to house survey will be conducted, which includes verification of the beneficiaries as well as the impact. The talukas of Bicholim and Sanguem will be taken up first,” informed a government official.
The State Government has appealed to the beneficiaries of the three schemes to keep Aadhar Cards of all the family members readily available during the survey.
It may be recalled that Chief Minister Manohar Parrikar, in his Budget Speech 2017-18, had proposed to conduct the impact assessment survey of these schemes. He had also announced linking of these schemes to the inflation index.
“In the year 2002-2003, I had launched Dayanand Social Security Scheme and in the year 2012-13, I had started Gruha Aadhar and Laadli Laxmi Schemes. All these three schemes have become flagship schemes of Goa in social sector. Now I propose to conduct an impact assessment survey of these schemes which will enable us to know what impact this schemes have made on individual beneficiary and on their household in particular and on the society in general. Further, once this survey is complete, I propose to enhance the financial benefits under these schemes based on inflation index,” he had stated.
