Sardesai, however, said that certain contentious issues remain and would need to be thrashed out before any final decision can be taken.
“We have received the concept paper. We are looking at the various issues that have resulted out of it. It requires a policy change and even an amendment to the law in existence. Since we are in the middle of an election code of conduct, it would not be proper to talk about it,” Sardesai said.
He, however, said that there were “certain contentious issues with regard to the receiving areas.”
“If there are areas that can give their development rights, the issues remains over which areas can receive them and how much. All this needs to be discussed in detail,” Sardesai said.
The Town and Country Planning Department has floated an idea of putting in place a concept of “Transfer of Development Rights” in a bid to curb the clamour for converting eco-sensitive land into settlement.
“We’re trying to create a concept in which if a person has an old house, he or she will be given incentives to retain it that way. Suppose one has a plot of greenery in a city, he or she will get an incentive to retain it. That incentive he or she can then sell to a builder who can then use that incentive in a designated area where a vertical growth will be allowed,” Sardesai had said in April.
