Congress MLA Reginaldo Lourenco on Saturday has warned that the fate of the Goa State Co-operative Bank would be similar to that of other crumbling banks such as the Madgaum Urban Cooperative Bank and the Mapusa Urban Cooperative Bank if timely action is not taken into the discrepancies that have come to light in recent years.   

Addressing the media, Reginaldo said he is pained to state that there has been non-execution of the decision taken in the Legislative Assembly on 28/07/2016 & 11/08/2016.   

 To begin with, he referred to the Starred LAQ no:3B tabled on 28/07/2016 jointly by the MLAs namely Vijai Sardesai, Atanasio Monserrate and Digambar Kamat regarding data centre set up by the Goa State Co-operative Bank Ltd. “This matter was pertaining to the electronic data processing audit of the bank conducted by the AAA Technologies Mumbai which pointed out that the bank was operating with defective software which was not suitable for the financial institutions since there was threat of creation of havoc in banking transactions and had further suggested for setting up of data centre for up-gradation of the existing software. Accordingly the bank has set up data centre for which more than Rs 1.59 crore was spent in the year 2013,” he added.  During discussion and debate on the issue, he said it was revealed that proper procedure was not followed in the matter and also quotations for the same on the bank records are found to be forged. “Though data centre for up-gradation of software was set up in the year 2013 but as per the statutory auditors the bank still continues to function with the same defective software without any improvement and the same is not designed to generate reports/ classify assets as per RBI guidelines,” he added.   

The second crucial aspect, Reginaldo said, was in regard to Starred LAQ no:2B which was tabled on 11/08/2016 jointly by him and MLAs Vijai Sardesai, Atanasio Monserrate, Digambar Kamat and regarding sale of properties by recovery officers of the Goa state Co-operative Bank Ltd.   

He lamented that though the inquiry in the both said matters was assured till 

date same has not found to be ordered.
