2016 cheating case: Former GCA president appears before EOC

Former president of the Goa Cricket Association Chetan Desai appeared before the Economic Offence Cell (EOC) of Goa Police on Friday for questioning in connection with the 2016 case of alleged misappropriation of funds.

The EOC, on June 2, 2016, had registered an FIR against Desai, GCA secretary Vinod Phadke and treasurer Akbar Mulla for allegedly misappropriating funds worth Rs 3.13 crores. The trio was arrested on June 15 following the initial investigation. 

In his complaint, a life member of GCA Vilas Dessai had alleged that Chetan, Phadke and Mulla allegedly forged the documents and later opened a new account in the name of GCA and misappropriated the funds of TV subsidy sent by the Board of Control for Cricket in India (BCCI) to GCA. They also allegedly withdrew Rs 26 lakhs from Federal Bank of GCA on a fake identity on the pretext of giving the money to a company namely ‘Hako Enterprise’. The amount was never handed over to such a company.

The EOC had found over 50 different bank transactions initiated by the trio from GCA accounts and the money was withdrawn through self-cheques issued in different names.

All three accused were booked under Section 408 (criminal breach of trust), 409 (criminal breach of trust), 419 (cheating by impersonation), 463 (forgery), 464 (making a false document), 468 (forgery for the purpose of cheating), 471 (fraudulently using fake document as genuine), 420 (cheating), 120 (B) (criminal conspiracy) of IPC.
