OLD GOA
The Chimbel locals unanimously rejected the Gram Panchayat Development Plan (GPDP) as they opined that it only contains construction and maintenance of gutters in village. The same was rejected at the special gram sabha which was held on the occasion of Liberation Day.
Raising objections, a local Tushal Priolkar said that the GPDP was prepared bypassing VDC members which is in violation of constitutional procedure and guidelines that need to be followed while preparing the GPDP.
Also, Priolkar informed that in the earlier gram sabha the locals had decided to hold meets on GPDP on Sundays.
“But instead the GPDP meets were held on weekdays thereby depriving the villagers of preparing a village centric plan,” he added.
Another local and VDC member Ganesham Shirvoikar pointed out that more than 95% works included in GPDP are only drainage constructions and maintenance, with the rest 5% related to cleaning and garbage collection.
“There is no project on community or developmental front or on the fronts of health, education, sports, promotion of farming, agriculture, environment protection, water bodies preservation, employment generation, promotion of traditional and cultural activities, programs on awareness, etc,” he stated and raised strong objection to the GPDP prepared.
VDC member Tukaram Kunkolkar pointed out that maintenance and construction of drainages, garbage collection, cleaning are routine works and panchayat has to do it by default.
“Does panchayat need VDC team to prepare plan for drainages?,” Kunkolkar posed.
The VDC members later took strong objection to the GPDP and unanimously resolved to reject it and prepare the plan afresh.
