STRATEGIC OUTREACH
Recognising the limitations of their organisational setup compared to the BJP, the Congress campaign has focused on strategic outreach efforts, such as corner meetings and engagement with disgruntled BJP politicians.
This approach has allowed them to effectively gauge public sentiment on critical issues like price rise, unemployment, protection of land, and safeguarding the Mhadei River.
The active involvement of former MLAs like Agnel Fernandes (Calangute), Sadanand Malik (Sanquelim), Victor Gonsalves (St Cruz), Chandrakant Chodankar (Siolim) and others has bolstered Khalap's campaign, lending credibility and additional grassroots support.
ISSUE-BASED CAMPAIGN
The Congress campaign has adeptly capitalised on pressing issues affecting the state, ranging from environmental concerns like the Mhadei River dispute to socio-economic issues like unemployment and protection of land rights. By articulating clear positions and proposing solutions, Khalap has positioned himself as a champion for Goa's interests.
Khalap has capitalised on the failure of the BJP candidate to address critical issues in Parliament and vowed to be the voice of the people in Parliament, resonating with his campaign message.
LACK OF SETUP, RESOURCES
The Congress party's lack of a robust organisational setup and financial resources has posed significant challenges in executing a comprehensive campaign.
This deficiency has been particularly evident in the difficulty of mobilising personnel for polling booths and in competing with the BJP's well-funded campaign.
With only one MLA out of 20 constituencies in their favour, the Congress faces an uphill battle in terms of legislative representation.
This could potentially impact their ability to sway undecided voters and mobilise support on the ground.
The delayed commencement of the Congress campaign has also constrained their ability to engage in door-to-door outreach across all constituencies in the district.
This late start may have diluted their visibility and hindered their efforts to connect with voters on a more personal level.
“Yes, resource scarcity remains a challenge. However, in this election it's widely acknowledged that the BJP is resistant to creating a fair playing field. They've frozen all our accounts. Essentially, it's a contest between people's power and the BJP's financial dominance,” stated Amit Patkar, President of the Goa Pradesh Congress Committee (GPCC).
He further remarked that under normal circumstances, it's the grassroots organisational workers who are actively engaged in campaigning, moving around extensively.
“In this election, a notable shift is occurring. Many individuals outside the realm of traditional politics have joined our campaign. There's a spontaneous groundswell of support from the ordinary citizen. Civil society members and activists are actively canvassing door-to-door. This grassroots movement reflects a strong desire for change among the people,” he expressed.
THREAT FROM REGIONAL OUTFIT
While the Congress has downplayed the significance of regional parties, the emergence of the Revolutionary Goans Party (RGP) adds a layer of complexity to the electoral landscape, with both the Congress and the BJP wary of its potential impact, particularly among the youth demographic.
However, Khalap's campaign may benefit from the consolidation of minority votes, posing a significant challenge to his opponents.
Despite facing formidable challenges, the Congress campaign in the North Goa parliamentary seat has exhibited resilience and strategic acumen.
