Former Minister Mickky Pacheco has demanded that the government come out with a mechanism wherein files for construction first goes to the local Panchayat bodies before the Town and Country Planning department takes further action.
Addressing the media, Pacheco pointed out that most of the problems relating to construction projects in the villages arise just because the TCP grant the Technical Clearance without taking into account the ground realties.
“The present system of the file being first cleared by the TCP has failed to give just to the local villagers. The time has now come to arm the panchayat bodies to study the files and hold inspections before the file is sent to the TCP for further action”, he said.
“Let the Panchayat do the inspection of the project site and prepare a feasibility report, irrespective whether it is a mega project or a small project. The panchayat should see whether there are basic amenities, including road available on the ground before taking a decision”, he said.
The former Minister said the Panchayat should be empowered to check the title documents, sanad of het property, the partition deed etc before the file is processed and send to the TCP for further action”, Pacheco said, asserting that many an illegal construction coming up in the villages will be curbed if the construction file is first processed by the local panchayat body.
