Fiscal prudence is CM’s mantra for Corps

Chief Minister Pramod Sawant has directed all Corporations to follow Public Finance Management Rules/System and submit revenue utilization certificates to the State government on a regular basis, in a bid to streamline its overall functioning. 

At a pre-budget meeting with the Chairmen and Managing Directors of the Corporations late Tuesday evening, the CM also insisted that these institutions should do away with recruiting surplus employees.

"All the Corporations have to be self-sufficient instead of fully depending on the government for funds. Take for instance EDC, GSIDC and the youngest Human Resource Corporation which have become swayampurna (self-sufficient). Other Corporations can also achieve this feet provided it makes the best use of resources made available to them and opportunities," Sawant said while addressing a press conference after chairing the meet at Goa Assembly complex. 

He further pointed out that various Corporations are shying away from utilizing Central grants, which can help tide over financial crisis and also give scope for their efficient functioning. 

"Several Corporations are also least bothered to recover loans from their beneficiaries. I have instructed them to start the recovery process," he added alleging that such laxity also drives Corporations into losses. 

Sawant had last Friday warned to close down loss making Corporations citing these are a burden on the government. He also called for a review of all Corporations claiming, if needed, non-performing and loss-making corporations will be closed. 

Goa Dairy, Sanjivani Sugar Factory are among several Corporations falling under the loss making category. Though KTC too incurs heavy losses annually, Sawant said this "service providing Corporation" will soon turn profitable.

The government has cut down on the budget to various Corporations in the wake of the current situation. Sawant claimed the upcoming Budget for the State will be 'realistic.'
