The current state of unemployment in Goa remains unclear as the Department of Labour & Employment does not calculate or determine the unemployment rate, stated Labour and Employment Minister Atanasio Monserrate in the Assembly.
According to Monserrate, the role of the Employment Exchange primarily involves registering job seekers and matching them with vacancies in public and private sectors, rather than calculating unemployment rates. Central government agencies may provide such estimates, but specific figures from these sources were not detailed in the response.
In terms of job seeker registrations, the Employment Exchange recorded a total of 11,479 new registrations in the year 2023. This indicates a substantial number of individuals seeking employment within the State.
Regarding job placements, the department does not delete names from its records when an individual secures a government job. Instead, the status of these individuals is updated in the database. Over the past two years, there have been 3,340 updates to employment statuses based on information from employers. It's important to note that candidates may have been selected for government positions in previous years but are only recorded as employed in the current year.
Additionally, there is no live unemployment register maintained by the Employment Exchange, which means that real-time data on the number of unemployed individuals is not available.
Furthermore, the Employment Exchange does not delete registrations based on age limits for government jobs, indicating that age-related records are not removed from their system.
