Revenue Minister Atanasio Monserrate (Babush) on Friday announced that government plans to amend the Goa Regularisation of Unauthorised Construction Act to facilitate the regularisation of houses built under the 20-Point Program.
He explained that the existing Goa Regularisation of Unauthorised Construction Act, 2016, covers private properties but does not cover structures under the 20-Point Program.
“Goa Regularisation of Unauthorised Construction Act, 2016 exists for private properties…Along the same lines, the structures under the 20-Point Program will be considered only after its amendment... We will regularise only if these are officially allotted,” he said.
The minister also denied any sale deed of structures allotted under the program, as he was replying to private members’ resolution tabled by GFP MLA Vijai Sardesai, who urged the government to pass an urgent Ordinance, Corrigendum, Circular or Amendment to facilitate regularisation of houses which are constructed under this program and have technical deviations which are regularizable under law.
“The citizens availing the land under 20-Point Program for the purpose of constructing their own dwelling house are primarily from the Scheduled Caste, Scheduled Tribe, Other Backward Classes or Economically Weaker Section and the proposed regularisation will reassure the purpose of the scheme and its commitment to eradicate poverty and eliminate social and economic disparities,” the MLA further said.
