The Economic Survey 2024-25 has projected the State’s Public Debt to reach Rs 26,605.28 crore by March 31, 2025, from Rs 23,971.58 crore as of March 31, 2024.
"The State’s Public Debt as on March 31, 2025 (estimated) stands at Rs 26605.28 crore as against Rs 23971.58 crore as on March 31, 2024," the report tabled by Chief Minister Pramod Sawant in the Legislative Assembly on Wednesday, stated.
The report further mentioned the revenue collected from eight major departments till December 2024, stating it reached Rs 18,373 crore with the highest contributions from the Town & Country Planning (TCP) Department and the Commercial Tax Department.
The Economic Survey further showed an increase in the Revenue Expenditure for the financial year 2024-25 at Rs 20,011.30 crore, an increase of 92 per cent compared to 2020-21. As per the report, the expenditure saw a rise of 44.07 per cent in 2022-23 when compared to 2020-21.
However, the Capital Receipts for 2024-25 are estimated at Rs 4,326.66 crore, a significant decline of 37.81 per cent from the Rs 6,957.27 crore recorded in 2022-23. The Capital Receipts comprise Internal Debt, Loans and Advances from the Central Government, Non-Debt Capital Receipts, and Others (Public Account-Net).
The report further projected that the State’s Own Non-Tax Revenue has been estimated at Rs 6,124.06 crore for 2024-25 -- a remarkable 385.1 per cent increase compared to 2020-21. In 2022-23, it stood at Rs 3,869.32 crore, registering a 206 per cent rise from 2020-21.
“The State's Own Tax Revenue remains the primary contributor to Revenue Receipts, accounting for 43 per cent of the total, while Grants-in-Aid from the Central Government contribute a mere seven per cent,” it said.
The Total Receipts, which include both Revenue and Capital components, are projected at Rs 26,058.15 crore for 2024-25, a 3.86 per cent increase from Rs 25,090.02 crore in 2023-24.
Meanwhile, the total expenditure is estimated at Rs 26,355.55 crore for 2024-25, marginally lower than the Rs 26,412.05 crore in 2023-24.
