Paper packaging to come under EPR mandate from April 2026

The State government on Wednesday informed the Goa Legislative Assembly that packaging material made of paper will come under the mandate of the Environment Protection (Extended Producer Responsibility) framework and take effect from April 2026.

Replying to a Calling Attention motion moved by Aleixo Reginaldo Lourenco, Environment Minister Aleixo Sequeira stated that the mandate is as per the draft Solid Waste Management Rules 2024 of the Government of India.

He further informed that there is currently no ban on paperboard boxes used for packing toothpaste. However, some manufacturers have voluntarily stopped or are in the process of discontinuing the use of such packaging.

Lourenco raised concerns over the widespread practice of packaging toothpaste in paperboard boxes, stating that these boxes contribute significantly to waste generation and environmental degradation. He sought information on the measures the government has taken to mitigate this issue and promote sustainable environmental practices.
