At a time when the State government has decided to crack the whip against non-performing government employees, the uncooperative attitude and non-performance of employees at the Mapusa Municipal Council (MMC) has come under intense scrutiny.
MMC Chairperson Shubanghi Vaigankar and majority of the councillors of the Mapusa Municipal Council said most civic employees were uncooperative and failed to discharge their duties properly.
The chairperson also said the strike notice issued by employees was a bogey to distract attention for their non-performance.
Several of the municipal staff were either found to be reporting late at work or remaining absent without genuine reasons. There were also complaints that some of the permanent employees have the habit of dumping work on the staff hired on contract.
“Every employee has a responsibility and each one has a task cut while discharging their duties in the municipality. That employee could be a supervisor, LDC, UDC, Head Clerk or even a peon. Each one should do his/her work properly and finish the task assigned on time,” Vaigankar said.
“There are few who work with utmost dedication but I am afraid most employees in this council do not do their work properly and that is why on many occasions work in the municipal council gets held up,” she added.
There are complaints that some senior staff of the level of head clerk cannot even make a simple noting on files.
A former chief officer who was having a hard time to deal with the inadequacies of the staff expressed total disgust at their performance and attitude.
Ward 20 Councillor Prakash Bhivshet minced no words while describing the civic staff as ordinary and clumsy.
“Except for a very few, most of the municipal staff are incompetent and unfit at the positions they are occupying,” Bhivshet said.
He said many times the councillors cannot get desired information from the uncooperative civic staff and one can understand the fate of the common man who are made to visit the municipal council time and again.
Many times, files disappear from the municipal council and there are allegations that the employees are responsible for the same.
“The attitude of the staff is also very bad. When we question them they say we are here for just five years and that they will complain to the employees association,” another councillor said.
The Goa Municipal Employees Association on Tuesday served a strike notice to the MMC, stating that civic employees will go on strike from October 10 for failing to fulfil their demands placed before the council.
