The State government on Thursday notified the model by-laws for municipal bodies permitting them to levy penalties for littering.
The Model Municipal Solid Waste (Management and Handling) By-laws, 2020 lay down the quantum of penalty for each offence and for every entity upon being read along with the Solid Waste Management Rules, 2016. The by-laws will be applicable to all local bodies till the bodies frame their own by-laws.
The by-laws also specify the rules governing segregation, storage, delivery and collection of solid waste in municipal areas.
Other issues including fees to users for providing door-to-door service for the collection of solid waste including for individuals, street vendors, offices, factories, schools and colleges, eateries, transportation and recycling of the municipal solid waste as well as spot fines.
Housing board projects: The State government on Thursday notified the Goa Housing Board (Registration, Allotment and Sale of Tenements) (Second Amendment) Rules, 2020 which provide that 30 per cent of the residential flats built by Goa Housing Board (GHB) will be reserved for ‘local’ residents of the area. According to the amendment, this allotment shall be through e-auction, or lot as the case may be. The rules have also increased reservation of homes for persons with disabilities from 1 per cent to 5 per cent. In addition to this, now, even companies and institutions can own units in GHB projects.
