GKP “ Goa is part of a cadre where there is a transferpolicy, policy was framed after taking inputs from the DGP, Secretary etc. Asper policy, the state government has to be consulted before officials areposted. State Government should accept it as per policy. Sometimes officershave their vested interest so state don’t relive them but other officials athard posting like Arunachal Pradesh have to be shifted but as these officers donot transfer they cannot be transferred too.

GKP “ General guidelines were issued to all states, it dependson states whether they want it or not.
TG- Recently The Goan carried a story on how terroristbelonging to different groups camp in Goa and no one is aware of it?
GKP “ This is why we want to establish a Nationalintelligence wing so that we can have a video analysis of the intelligence.Unless we analyze intelligence it is just information. Our intelligence unitshould incorporate information from the banking and airline sector too. Goa is a very friendly state where people arewelcome so people from all over the world are present. People find Goa a placefor anonymity as people do not ask questions. If the state has goodintelligence it can tackle these issues.
TG “ Barring one police officer most of Goa’s policeofficers face some type of inquiry against them? How does the common man havefaith in them?
GKP “ The infra-structure for the police is very poor. Wehave to build them up professionally so that they follow the law of the landand do not take orders from the political class. Change is only possible withbetter training.
TG- Which state has the best security arrangements in thecountry?
GKP “ Delhi being the capital city is well prepared, evenKarnataka and Tamil Nadu has very good security arrangement. Currently we haveshortage of man power numbering 8 “ 14 lakhs. There is a lot of pressure onpolice as they work around the clock. They don’t even get credit for the work.We have to improve training, scientific method, forensic. Steadily we will improve in the next five tosix years.
