We rely on casinos to declare their transactions

In a casual admission to The Goan, one of the highest ranking officials in the Government confessed that there was no mechanism to ascertain how many chips exchanged hands, what was the amount of money rolled daily and monthly in each Casino of Goa. The Goan talked to S G Korgoankar, Commissioner of Commercial taxes

The Goan: How much does the Commercial Tax Departmentcollect annually from the casinos?

S G Korgaonkar: Annually we collect revenue anywhere betweenRs 30-35 crore in form of tax from all casino including both off shore andonshore ones.

TG: In what form is this tax collected? How much do youcollect on an average from each casino?

SGK: We are generating revenue in form of entertainment tax.Around Rs. 2.5-3 crore is collected monthly from all the Casinos put together.Casino Royale is the highest payer of amongst all casinos in the state.

TG: How do you collect this revenue physically? Is it voluntarydisclosure or is it calibrated?

SGK: Our department issues entry tickets and collect revenuefrom both off shore and onshore casinos from the tickets sold. We also levy 15% tax on chips issued to all the players at the casino.

TG: Does the department physically verify the amount andvalue of chips disbursed everyday? Does the department track the actual amountof transaction that goes on in each casino?

SGK: Each of the casino submits a monthly returns report tous. We also have surprise visits. In last, six months around 10-15 such visitswere conducted. We rely on casino’s admissions to ascertain their transactions.
