The auto/ taxi drivers and 2-wheeler pilots in majority of the places never agree to go by meter and have their own rates. Their fares are some times double or even triple of what comes in the meter. The refusal to ply by meters and charging of random exorbitant fares by many drivers/ pilots often leads to disputes with passengers. These drivers/pilots are taking advantage of the situation and fleecing passengers. There seem to be no rules and regulations for them. They have to fix the fare as per the slab fixed by the government and cannot take passengers for a ride. There is widespread indiscipline among pilots, auto/taxi drivers, which is one of the main causes for driving away tourists from Goa. The transport and traffic department must carry out a drive often to identify such pilots and drivers at different parts of the city about such unfair practices. The solution is pretty obvious -- allow more competitors and app-based aggregators and also run more local buses. It's very pity that RTO/Traffic officials have failed to enforce fares and initiate action against drivers charging exorbitant fares.
