The government should begin by setting an example within its own offices and instilling the habit of cleanliness among its staff, encouraging them to maintain their own workstations. Afterward, the government should implement mechanized sweeping of all public roads. Once this is in place, it’s crucial to earnestly enforce penalties for those who litter and create nuisances. The penalties should be substantial enough to deter people from disposing of garbage improperly.
