I visited the GSPCB building in Saligao a couple of times and was impressed with the huge structure, which also incorporates eco-elements. However, other than the latter, there is nothing else to be impressed about from a results point of view. I noticed that all the people there were very busy working (calls, meetings, reports, analyzing, etc.), but the point is, what is the outcome? I feel that it is next to zero.
It is well known in very small Goa that there are rampant violations on multiple fronts: coal pollution, air pollution, water pollution, beach pollution, garbage/sewage pollution, biohazard pollution, noise pollution, etc. Can all of these really not be controlled/addressed by GSPCB, where it is very easy to travel and take action within a day in such a small state?
The GSPCB encourages so much of paperwork, documentation, stamps here and there, affidavits, filing, continuous follow-up via paperwork again, and what not, all with so much wastage of precious time (which many ordinary people do not have). And even after all of this, the actual outcome/results are practically nothing, which is extremely frustrating. It would be better to shut it down rather than wasting precious taxpayers’ money (salaries for such a big workforce, operating costs, etc).
