On Feb 19, the Delhi High Court took cognisance of a Public Interest Litigation (PIL) and asked the railways to examine the fixing of maximum passengers and sale of platform tickets. This was in connection with the human stampede that had occurred on Feb 15 at the New Delhi railway station that had claimed 18 lives and left 15 injured. Despite the fact that as per Section 57 of the Railway Act the maximum number of passengers who can travel in each compartment is mandated but reportedly over 9,600 tickets were sold. The HC wants the section to be implemented in letter and spirit so as avoid congestion and any untoward incidents. The above is an eye-opener because during programmes, with or without provisions for seating, one can witness jam-packed crowds. Obviously, excess tickets for the events are sold which is profitable for the organisers but a cause of concern in terms of safety and security of the people. Hence, the organisers in consultation with police and fire services must determine the holding capacity of the venues prior to permitting gathering of people for open-air concerts, political meetings or for any functions.
